As a priority, the Scottish Government is working with Health Boards and other key stakeholders to ensure that all patients can access abortion services up to the legal gestational limit within Scotland. A new Task and Finish Group is now being set up by the NHS Scotland Planning and Delivery Board to agree the best way to implement a service(s) for patients seeking an abortion between 20-24 weeks.

The Task and Finish Group will recommend to the Planning and Delivery Board the best option(s) for that service. As part of this work, they will consider whether any service(s) provided should offer surgical or medical abortions.

The Scottish Government is also taking forward work to improve surgical abortion provision across Scotland and remains committed to providing funding to support staff training to allow Health Boards to provide later stage abortions.

Action 1:1 of our Health Visiting Action Plan 2025-2035, the establishment of an online health visiting site, is scheduled for completion by the end of 2025.

Temporary Traffic Regulation Orders (TTROs) formed part of the general TRO process review that was carried out in 2021. This review indicated that local authorities were content with the TTRO process already in place.

However, Transport Scotland continues to monitor the feedback from local authorities and other stakeholders to ensure that the system remains responsive and meets the needs of communities and road users.

Since the publication of the Scottish Government’s response to the final report by the Independent Expert Group for the Unlocking the Value of Data programme, in January 2025, an Industry Data Access Steering Group has been established to oversee the development of an operational framework, as outlined in the Scottish Government response.

This project supports the aim of the Unlocking the Value of Data programme to realise greater value from public sector personal data when used with, or by, the private sector, for public benefit. The framework will facilitate private sector access to public sector data, in collaboration with the Scottish Safe Havens Network and through citizen and stakeholder engagement. This project aims to promote transparency, efficiency, and alignment with public expectations, ensuring the safe, secure and ethical use of public sector data by private organisations.

The NHS in Scotland holds data on the prescribing of diethylstilbestrol (otherwise known as DES or stilbestrol) in both primary care and secondary care.

Data on primary care usage of medicines is published and available on the Public Health Scotland website Show all releases - Publications - Public Health Scotland. Data on secondary usage is not routinely published.

Screening policy in Scotland is based on recommendations from the UK National Screening Committee (UK NSC), an expert advisory group which advises the UK nations on all aspects of screening. The UK NSC reviewed the starting age for cervical screening in 2013 and recommended it should be increased from 20 to 25. The Scottish cervical screening programme therefore offers routine screening to women and people with a cervix who are aged between 25 and 64.

Since 2008, the HPV vaccination has also been offered to women under 25, which provides immunity to the virus that causes the majority of cases of cervical cancer. No cervical cancers have been found in those vaccinated in Scotland.

Nonetheless, in August 2021, the then Minister for Public Health and Women’s Health, Maree Todd, wrote to the UK NSC to ask them to keep the merits of lowering the age for cervical screening under review. To date, the evidence continues to support cervical screening beginning at the age of 25; a study found that for every 100,000 women invited for screening from the age of 20, an extra 8,000 women would need further investigation and 3,000 more would have unnecessary and potentially harmful treatment.

In response to the Manchester Arena Inquiry the Terrorism (Protection of Premises) Act received royal assent on Thursday 3rd April 2025 and has a 24 month commencement period before it will come into force.

The Scottish Government continues to work in collaboration with the UK Government in the development of Statutory Guidance that will support the legislation. The Scottish Government will consider how the regulation of ambulances and first aid provision in Scotland needs to align with the Terrorism (Protection of Premises) Act as this guidance is developed and in response to the views of stakeholders.

The Scottish Government continues to encourage and signpost stakeholders to both the Protect UK and Gov.UK websites for further information and updates on the legislation. Materials and guidance to support duty holders is available on both websites over the commencement period.

The Scottish Government understands the important role that sport and leisure services play in improving people’s lives, and the physical, mental, and social health benefits they can bring.

The Scottish Government recognises the financial challenges that local government are facing and that local authorities and their employees play a crucial role in communities and that is why the 2025-26 Scottish Budget provides record block grant funding of over £15.1 billion for local government, an increase of £1.1 billion or 5.5 per cent in real terms compared to 2024-25.

In 2025-26, Glasgow City Council will receive over £1.8 billion to support day to day services and capital investment plans, which equates to an extra £96.8 million or an additional 5.5% compared to 2024-25. In addition, all Councils will receive their fair share of the currently undistributed sum of £245 million and £144 million allocated for employers' National Insurance Contributions.

While it is for local authorities to manage their own budgets and to allocate the total financial resources available to them on the basis of local needs and priorities, we will work together to find collective solutions about issues that matter to the people of Scotland.

The Scottish Government recognises the concerns of students, parents of students and staff affected by the proposed cuts to Animal Care provision and appreciates that this is a very worrying time for everyone at the Scotland's Rural College's (SRUC)Elmwood Campus.

I have undertaken an extensive programme of visits to Scotland’s prisons where I have met with Governors and/or Deputy Governors and other members of prison staff. Details of these visits are shown in the following table.
