The Scottish Government is absolutely committed to ending violence against women and girls. As part of this commitment, in March 2024, the Scottish Government published a new framework on preventing and responding to gender-based violence.

The framework sets out guidance for schools on recording and monitoring incidents of gender-based violence. Schools will have their own reporting and recording systems connected to their local authority system or as a grant-aided or independent school. If a behaviour is covered by the definition of GBV provided in the framework, it should be recorded in the Bullying and Equalities module of SEEMiS, or under an equivalent section of a schools’ recording system. The Bullying and Equalities Module of SEEMiS should not be interpreted as being focused solely on bullying; it is designed to capture a range of behaviours related to equalities, and includes ‘GBV’ as a specific category.

Schools will have separate recording systems for incidents where a staff member is affected by a GBV incident, connected to their Health and Safety at Work or Dignity at Work policies. It is important that such incidents are part of the same monitoring and evaluation systems to capture a whole school picture of prevalence.

Finally, the joint relationships and behaviour in schools action plan includes an action to review all current processes for recording incidents, to identify potential means of streamlining processes and improving consistency. That work is scheduled to begin later this year.

The Scottish Government have published and commissioned several research papers to inform the development of Scottish Income Tax policy, all of which have been shared with Ministers upon conclusion of the work.

HMRC has published three pieces of research reports commissioned by the Scottish Government:

The Tax Strategy reaffirms our commitment to evaluate the impacts of our tax policies. This includes enhancing the evidence base on the links between tax and economic competitiveness, and fully evaluating the impacts of the 2023-24 and 2024-25 changes to the Scottish Income Tax system.

The following table summarises VisitScotland’s paid media advertising spend in the UK and Republic of Ireland and international markets over the previous five financial years.

Sutherland Spaceport is a private sector project being delivered by the launch vehicle manufacturer Orbex. In December 2024, the company announced a pause in construction, to enable them to focus their initial launches from SaxaVord spaceport, with a view to return to developing Sutherland spaceport at a later date.

The Scottish Government maintain regular contact with the company, the UK Space Agency, and Highlands & Islands Enterprise as the relevant local economic development agency, to stay informed and address any pertinent issues.

Social Security Scotland does not currently publish statistics on clients leaving the Adult Disability Payment caseload. It also does not currently publish statistics on Adult Disability Payment by Scottish Index of Multiple Deprivation (SIMD). It also does not hold information on the employment status of clients as it is not necessary to collect information on a client’s employment to assess their application.

On 13 January 2025, the Scottish Government launched a survey for people working in or with an interest in culture. This asked about their experience of currently available support and what they would like to see provided in the future to better meet the needs of the sector.

Responses to the survey are currently being analysed and will help to inform the scope of the Scottish Government’s review of how the culture sector is supported, including exploration alternative and additional funding mechanisms to grow the overall funding pot for culture in Scotland.

As of 31 October 2024, 182,395 clients were in receipt of the enhanced daily living award of Adult Disability Payment.

Valuable work has been undertaken to deliver against the recommendations made by the Independent Review of Audiology Services in Scotland.

In December 2024 work concluded to address all 55 of the recommendations, and each has now been completed or transitioned into ongoing workplans to see the remaining tasks through to completion.

A detailed report will be shared with Parliament in March 2025 outlining the rationale for this, including recommendations 52, 53 and 54, and confirming the timelines for the remaining actions to conclude.

The Scottish Government’s £10 million long COVID Support Fund was announced in September 2021 and resource has been allocated from the fund from the financial year 2022-2023 onwards. The following table provides an overview of funding recipients from the start of the financial year 2022-23 to 28 February 2025. Allocations to NHS boards are made in tranches across the financial year to account for any slippage in programme delivery. It is anticipated that further allocations will be made to NHS boards from the fund before the end of this financial year, and in the financial year 2025-26.

The 2025-2026 budget outlines £7.586 million for the ‘Long Covid, ME, Chronic Fatigue and other similar conditions’ budget line. This represents a £4.5m uplift to the 2024-2025 long COVID budget line.
