The Scottish Government is committed to ensuring that people living with long term conditions like inflammatory bowel disease (IBD), including Crohn’s disease and ulcerative colitis, can access high-quality, person-centred care.

We have provided additional investment to NHS boards since 2015 to support clinical nurse specialist provision and care. Boards make the decisions on where to prioritise this funding based on local need.

The Scottish Government expects NHS boards to ensure that patients with specialist conditions have appropriate access to a range of professionals, including specialist nurses, to ensure the best management of their condition. NHS Boards have been asked to work in partnership with third sector organisations, social care partners and patients with specialist conditions in designing and delivering services.

The public sector provides a range of digital public services and it is critical that these are secure and resilient.

The Scottish Government has been encouraging public sector organisations to adopt a proactive, risk based governance approach, with board-level accountability to build their cyber resilience.

To support the sector’s ability to prevent, detect and manage cyber threats, the Scottish Government has set out a framework that provides an approach for public bodies to follow. It includes guidance on how to:

Assess their cyber resilience maturity

Align with minimum security standards

Benchmark performance, and

Prioritise investment based on risk.

It is supported by practical tools such as self-assessment templates and critical systems mapping resources which enables organisations to identify needs, engage leadership and prioritise budget and support.

The Scottish Cyber Coordination Centre (the SC3) provides:

24/7 national incident response coordination

Daily threat intelligence and early warning notifications

Cyber exercising and preparedness programmes, and

Guidance on standards and best practice.

This national support is helping to equip our public bodies with the tools, intelligence and skills needed to build and maintain strong cyber resilience.

The operation of Police Scotland, including the deployment of staffing, is a matter for the Chief Constable, who is supported by the Scottish Government to shape the workforce in response to operational needs. The latest official statistics show there were 16,553 FTE police officers in Scotland on 31 March 2025.

There are already a wide range of effective actions currently available to Police Scotland to prevent and reduce bike theft, empowering officers to lawfully pursue and tactically engage thieves, where it is deemed necessary. Theft is a criminal offence under Scots law, which has developed over centuries through operation of the courts rather than being provided for in statute.

The Islands Cost Crisis Emergency Fund (ICCEF) is distributed to island local authorities, which decide where funding will be directed based on their local knowledge and understanding of the impacts of the cost crisis on their island populations.

The six island local authorities have provided, where possible, a breakdown of how the monies have been distributed.

Several recipients could reasonably be classified as both third sector and community organisations. For the purposes of this question, local authorities have assigned each recipient to the category they consider most appropriate.

In this instance, the Scottish Government has assumed ‘private’ to mean private individuals and families

The Scottish Government has hosted regular meetings with representatives of livestock markets and other key stakeholders since the first cases of Bluetongue Serotype 3 (BTV-3) were identified in England in autumn 2024. This is in addition to attending regular meetings with industry stakeholders hosted by Defra at least twice a week, which includes market representatives. Scottish market representatives were also invited to meetings to directly feed into reports conducted by the Scottish Government’s centre of Expertise on Animal Disease Outbreaks (EPIC), which analyse the levels and value of cross border trade and the impacts on Scottish livestock movements in response to an extended all England- restricted zone. The Scottish Government continue to closely with markets, particularly those on the Scotland-England border, to seek innovative solutions to the disruptions from BTV-3 restrictions.

The Scottish Government is aware of the Law Commission’s report on the common law offence of misconduct in public office in England and Wales and its recommendation that this is replaced with two statutory offences. The common law offence of misconduct in public office does not exist in Scots law. However, there is a comparable common law offence in Scots law of wilful neglect of duty. The Government is actively considering the Law Commission’s recommendations. Any changes to this area of law will require further examination.

There is no requirement for local authorities to use an application process to distribute monies, although some may choose to. The Scottish Government does not, therefore, hold this information.

As the Agency Accountable Officer, I am accountable to the Scottish Ministers for the day-to-day operations of SPS, this includes, but is not limited to, legal compliance with the Prison and Young Offenders Rules (Scotland) 2011.

As defined in these rules, the Governor in Charge (GiC) must establish a System of Privileges, taking into consideration numerous factors, including security.

SPS remains committed to prepare those in our care for a return to their communities and, for some, this includes accessing personal items through various forms of media. However, access to watching DVDs is at the Governor's discretion and remains a privilege, not a right.

There are currently no plans to review this practice.
