Sufficient funding was available to carry out the electrification of the routes referred to. The works at Milngavie were not included in Network Rail’s delivery plans for Control Period 6 therefore no funding was previously allocated to carry out these works.

No meetings have taken place with The National and the Sunday National since the beginning of the current parliamentary session.

First-time buyers can access a variety of support to become a home owner, including the Help to Buy Smaller Developers Scheme and the Low Cost Initiative for First-Time Buyers (LIFT). In addition, the first-time buyer relief for Land and Building Transaction Tax means that an estimated 8 out of 10 first-time buyers pay no tax at all.

Despite being closed to new applications, the main Help to Buy scheme and First Home Fund continue to benefit first-time buyers across Scotland with settlements occurring throughout this financial year.

The Covid-19 test kits are home PCR kits provided by NHS Test & Trace. The cost of the kits is set by the UK Government and the process managed through its contract with the travel management company CTM.

Currently, the Scottish Government does not allow use of private test providers for international travellers arriving into Scotland from green and amber list countries.

We are having on-going discussions with the UK government on using private test providers and exploring ways to allow private testing for travellers coming to Scotland provided we are confident in the flow of data into contact tracing services and that all positive test results are analysed to identify any variants of concern.

Housing to 2040 is Scotland’s first ever long-term national housing strategy and makes clear our ambition to deliver 100,000 affordable homes by
‎ 2031-32, 70% of which will be for social rent.

Local authorities have a statutory function to assess local housing requirements and to set out in their Local Housing Strategy (LHS) how this will be met.

Priorities and outcomes identified in the LHS inform local authority Strategic Housing Investment Plans (SHIPs) which are prepared annually and which set out affordable housing investment priorities over a five year period. These are expected to be publicly available.

The legislative requirements for an Experimental Traffic Regulation Order (ETRO) are set out on the Road Traffic regulation Act 1984 and the relevant procedures as contained in the Local Authorities' Traffic Orders (Procedure) (Scotland) Regulations 1999 (for local roads) or the Secretary of State’s Traffic Orders (Procedure) (Scotland) Regulations 1987 (for trunk roads).

If a Roads Authority wish to make an ETRO a permanent Traffic Regulation Order (TRO), the procedures set out in the relevant regulations shown above must be followed.

Arran ferry services were not impacted by the fire at Troon rail station. Rail connections between Glasgow and Ardrossan were maintained throughout the period of closure at Troon and temporary bus replacement links were put in place for passengers making journeys to and from the south.

Following repairs undertaken by Network Rail, the Glasgow Central to Ayr services were re-instated on Monday 26th July from platform two, with Northbound services to Glasgow set to call at the station from Friday 30 July when platform one reopens.

In preparation for the temporary move of the Ardrossan-Brodick/Campbeltown ferry services to Troon for a period of up to 21 months; CalMac Ferries Ltd (CFL) will as part of service continuity planning engage with Transport Scotland and ScotRail to take cognisance of integrated travel with other modes for onward travel connections.

There are currently 49 members of Scottish government staff in specific COP26 posts, with 11 further specific posts under recruitment. A wide range of other staff members across the Scottish Government contribute a percentage of their time to working on COP26.

Transport Scotland has recently attended a meeting with Glasgow City Council on 26 May to discuss the maintenance and financing of the repairs for the Clyde Tunnel. At this meeting, the structural integrity and planned strengthening works to the A739 Shieldhall overpass were discussed. My officials are willing to continue to engage with the Council on this matter in order to aid them in trying to find a solution, however maintenance of the local road network is the responsibility of local authorities.

The vast majority of funding to local authorities from the Scottish Government is provided via a block grant and we do not stipulate how local authorities should utilise their individual allocations. It is therefore the responsibility of each local authority to manage their own budget and to allocate the financial resources available to them on the basis of local needs and priorities, having first fulfilled their statutory obligations and the jointly agreed set of national and local priorities.

Glasgow City Council will receive a total funding package of almost £1.5 billion in 2021-22 to support local services, which includes an extra £29.8 million to support vital day to day services, equivalent to an increase of 2.2 per cent compared to 2020-21.

To date, the council has been allocated an additional £221.7 million to respond to the COVID-19 pandemic, through the local government settlement - over and above their regular grant payments.
