The Scottish Government already offer bespoke and targeted advice and support to rural, remote and islands communities through a number of its delivery programmes, and the Heat in Buildings programme will take into account the distinct challenges facing these communities. The Scottish Government launched on Wednesday 15 December a further funding call to support heat decarbonisation and energy resilience in Scotland’s more remote, rural and island off electricity grid networks. The Scottish Government currently provide support for community groups and organisations to explore their renewable heat options through the Community and Renewable Energy Scheme (CARES) delivered by Local Energy Scotland on the Scottish Government’s behalf. CARES provides advice and support including funding support (grants and loans) to community groups and organisations, rural SME’s, and other eligible organisations seeking to explore their renewable energy options.

The Scottish Government will be consulting in 2022 on its draft Islands energy strategy. This will set out an approach to decarbonisation for Scotland’s island communities that will support them to develop renewable energy solutions that promote resilience, enhance sustainability and meet their energy needs now and in the future. As part of this work, where not already in place, the Scottish Government intend to explore the evidence base and options for an islands specific uplift, as part of our commitment to provide additional support for rural and island homes for heat and energy efficiency.

We set out our commitment to establish an independent taskforce to consider whether the Scottish Society for the Prevention of Cruelty to Animals (Scottish SPCA) should be given extra powers to investigate wildlife crime in both the 2021-22 Programme for Government and in our Scottish Government and Scottish Green Party Shared Policy Programme.

The taskforce’s role will include due consideration of the potential implications of any proposed changes to the powers of the Scottish SPCA. The taskforce will report back by the end of 2022.

We will set out the remit of the taskforce in more detail in due course.

The Scottish Budget provides additional funding of £387 million for frontline NHS Boards in 2022-23 and continues to ensure that no Board is further than 0.8% from its target funding allocation.

In 2022-23, NHS Grampian will receive additional investment of £26.7 million, and this will take the Board’s overall funding in excess of £1 billion for the third consecutive year. Since 2015-16, NHS Grampian has received additional funding of £56 million specifically to support the Board's movement towards NRAC parity.

The information requested on how many specialist osteoporosis nurse positions are (i) filled and (ii) vacant by NHS Board is not centrally available.

Numbers of radiography staff have increased from 1,836.8 WTE to 2,507.7 WTE since September 2007 - a 36.5% increase.(September 2007 - September 2021).

Skills Development Scotland (SDS) has operational responsibility for our Modern Apprenticeship (MA) programme. Official MA statistics are published quarterly by SDS, including the number of starts, however a breakdown by month is not available.

The total number of MAs recruited by each occupational grouping is published at the end of each year, as recruitment of apprentices is carried out throughout the year. The MA 202-/22 Q4 (Year End) statistics are expected to be published in May 2022.

There are a large number of Small and Medium Enterprise businesses who take on smaller numbers of cohorts each year. The table below shows the top three employers who have recruited the largest number of MAs each year since 2019 and the volume of MA starts each year:

Official Modern Apprenticeship statistics are published by Skills Development Scotland quarterly, including the number of starts. The Modern Apprenticeship 2021-22 Q4 (Year End) statistics is expected to be published in May 2022. Foundation and Graduate Apprenticeship statistics are published on an annual basis.

The annual Foundation Apprenticeship (FA) statistics are:

The Quarter 2 statistics, published on 9 November 2021, show a positive increase in Modern Apprenticeship starts in comparison to the same time last year but are still lower than at the same point pre-pandemic, reflecting the ongoing impact from COVID-19.

The following table below provides a breakdown of the quarterly Modern Apprenticeship Starts since 2019/20 which are cumulative throughout the year.

Detailed data on the use of exemptions at a UK level is held by the Home Office and we are therefore unable to publically share this for other parts of the UK. However, we are able to confirm that in Scotland in the period between 26 November - 13 December there were a total of 217 people entering managed isolation after arriving from a red list country. In that same period, 123 seafarers have come to Scotland from red list countries using the seafarer exemption. This is a disproportionate number of travellers compared to the total entering managed isolation, which they are exempt from thanks to the sectoral exemption.

We continue to review our international travel restrictions and associated exemptions and health measures and will consider appropriate changes where clinical and scientific advice allow it. With the recent removal of the countries from the red list, we expect the vast majority of seafarers to be covered under the inbound vaccinated traveller scheme for the purposes of travel to Scotland for non-work related purposes.

The funding associated with the Health and Social Care Levy is estimated to be around £1 billion per annum on average across the UK Spending Review period; however HM Treasury has not specifically quantified this funding within our overall settlement. All frontline Health and Social Care consequentials are being passed on.

NHS Boards will be allocated the £30 million to support GP practices in two tranches based upon their practices’ weighted share of registered patients under the Scottish Workload Formula at the time of the allocation. The following table provides an indication of what the first NHS Board allocation will be based upon practice shares of patients in October 2021.
