Actions outlined in the recently published The National Transitions to Adulthood Strategy that the Scottish Government will take forward to help young people to access networks of peer support include:

• exploring models of peer support which can help young disabled people who are making the transition to adulthood to build confidence and knowledge; and
• sharing aspirational success stories, where permission is granted, of young disabled people with lived and living experience of the transition to adulthood to inspire other young disabled people to achieve their fullest potential.

As set out in the Foreword of the National Transitions to Adulthood Strategy, the seven Principles of Good Transitions, developed by the Association for Real Change (ARC) Scotland, and endorsed by the Scottish Government, COSLA and many other partners, serve as a strong foundation for the strategy. These principles emphasise the importance of early, person-led planning and decision making, and access to information and co-ordinated support. They guide professionals across paediatric and adult health, children’s and adult social work, education, and other sectors to collaborate effectively to both plan and deliver support for young disabled people during this period of their lives.

The priorities within the National Transitions to Adulthood Strategy build on the ARC Scotland’s Principles of Good Transitions. Stakeholders agreed with this approach during engagement on the Statement of Intent for the strategy. Whilst the strategy itself is non-statutory, it sets out the standards expected in delivery of transitions support for young disabled people across Scotland.

Data on how much each local authority spends on agency staff is not held or collected by the Scottish Government. It is the responsibility of local authorities to allocate the total financial resources available to them, including setting school budgets, on the basis of local needs and priorities, after fulfilling their statutory obligations and the jointly agreed set of national and local priorities.

Data on local authority expenditure on teachers is available from the Local Government Financial statistics data collection. The latest figures are available from LFR01 at https://www.gov.scot/publications/scottish-local-government-finance-statistics-slgfs-2023-24-workbooks/.

Teachers in Scotland are employed by local authorities, not agencies. This includes supply teachers and teachers on short term contracts.

Since August 2020 there have been 123 Critical Incidents and 1041 Disruptive Incidents on the A720 Edinburgh City Bypass section managed by Transport Scotland. This period covers approximately 1688 days. Critical Incidents cover the most significant incidents where there are full closures. Disruptive Incidents include these closures but also where the road has remained open but there have been significant delays caused, for example by breakdown or collisions. Unfortunately we are unable to confirm the delays associated with these incidents.

The Scottish Government continues to work closely with NHS 24 as it trials and implements new approaches to service delivery.

NHS 24 is also collaborating with key partners, including the Scottish Ambulance Service, to explore improved models of joint working. These efforts aim to enhance efficiency and ensure the 111 service remains responsive, effective, and aligned with the needs of patients across Scotland.

The Scottish Government have not received reports of any extended delays for patients contacting NHS 24. We monitor NHS 24’s performance closely and remain satisfied that it continues to meet its statutory and clinical obligations.

NHS 24 has taken significant steps to improve performance, including increasing staffing levels to 1,556.9 WTE (2,199 headcount) as of March 2025 – an increase of 48.3% over the past decade. The service has also revised its key performance indicators to better capture unmet demand and identify risks where callers may have made multiple unsuccessful attempts to access 111.

The Scottish Government remains committed to supporting NHS 24’s efforts to improve service delivery and ensure that the 111 service continues to meet the needs of the public.

The Scottish Government remains firmly committed to the principles set out by the Christie Commission.

Our Public Service Reform Strategy: Delivering for Scotland, published in June 2025, sets out a comprehensive and ambitious programme to embed these principles across the public sector. The Strategy addresses long-standing systemic barriers to reform and sets out action to deliver more efficient, joined-up, person-centred services, with a clear emphasis on prevention and empowering communities.

This approach is rooted in the Christie Commission’s vision and is essential to ensuring Scotland’s public services remain sustainable, high quality and responsive to the needs of the people they serve.

The exact number of facilities in Scotland that can perform cataract surgery is not centrally held. Table 1 lists NHS hospitals in Scotland where cataract procedures were performed in 2024, as recorded in either the inpatient or outpatient datasets.

Please note that this is not an exhaustive list of all locations in Scotland where cataract procedures are performed. Only locations where procedures were both carried out and recorded are included. Some National Treatment Centres may not appear in the table if they do not have a unique location code or if they operate as extensions of existing locations.

Information on procedures paid for privately, either by the patient or a private insurer, with no NHS involvement, is not available to Public Health Scotland.

The figures quoted in the answer provided to question S6W-38738 on 3 July 2025, included all associated costs for running each leased office building, covering January to December 2024. The total lease cost for each building was included in these figures.
