Employment and Support Allowance (ESA) is reserved to the UK Government. The Department for Work and Pensions (DWP) publishes an estimate of ESA and other income-related benefits every six months, at a UK-wide level only. The latest figures published (covering 2018-2019) show that 94% of the total amount of Income Support or Income-related ESA that could have been claimed was claimed. On 8 July 2021 the DWP published their final update on cases that were potentially affected by underpayments of Employment and Support Allowance on transition from Incapacity Benefit. This information is also at UK-wide level, and shows that the UK Government has paid £613 million to those affected by the move from Incapacity Benefit to ESA.

As was announced in the programme for government, this year we will open a Scottish Government office in Copenhagen to increase Scotland’s economic and cultural visibility in the Nordic region. During this parliamentary session, we will also open an office in Warsaw, as part of our continued commitment to enhancing our external reach and voice.

The budget allocation for Copenhagen in 2022-23 is £598,000 this includes salary costings, upkeep, day-today running and hospitality costs. We anticipate that the Warsaw office will be similar in budget to existing Scottish Government overseas offices.

SEPA’s draft budget allocation for 2022-23 is £41.406 million. This year’s budget settlement represents the best possible outcome against the backdrop of significant pressures on public finances, including a 10% reduction in cash terms compared with 2021-22, in Scottish Government’s capital budget, and the level of resources required to deliver statutory functions and agreed Ministerial environmental priorities across 2022-23. The Scottish Government are in dialogue with SEPA on the specific priorities to be reflected in their 2022-23 Operational Plan ,which is due to be published April 2022. The Plan will include work such as developing regulation for the Deposit Return Scheme and Single Use Plastics. Delivery of Scotland’s River Basin Management Plan will continue to be a core priority as will their Flood Forecasting and Warning Service.

To date, Scottish Ministers have had no formal discussions with the survivors or stakeholders involved in the allegations of abuse at Fornethy House Residential School. The abuse of children in all circumstances and settings is wrong, and the Scottish Government takes this abuse very seriously.

Scottish Government officials have exchanged correspondence with a number of members of the Fornethy House Residential School Survivors Group in relation to the eligibility criteria of Scotland’s Redress Scheme. As the circumstances in which individuals came to be at Fornethy may vary, it is not possible to determine eligibility for the group as a whole.

The Scottish Government is committed to supporting all survivors of childhood abuse. Through the Scottish Government’s Survivors of Childhood Abuse Support (SOCAS) Fund, 29 organisations across Scotland are funded to provide support to adult survivors of childhood abuse including (but not exclusive to) those who have been abused in care.

We know how difficult the pandemic has been for businesses, voluntary organisations and staff in these sectors.

Third sector organisations which operate in hospitality, entertainment, culture and events can apply for support from the £375 million support package to help businesses immediately impacted by measures introduced to control the spread of Omicron, if they meet the eligibility criteria. We have provided details on how £262 million of this funding will be allocated and payments have now started.

Since the start of the pandemic, businesses have benefitted from more than £4.4 billion in support from the Scottish Government. Voluntary organisations could receive support from the Strategic Framework Business Fund which provided £344.8 million to businesses across Scotland, if they met the eligibility criteria.

Since May 2020, the Scottish Government has invested over £48 million in our Connecting Scotland programme, which provides people on low incomes with a device, connection with unlimited data for two years, as well as training and support. Since programme launch 60,000 digitally excluded people in total have been brought online. We are now working to scope out an extension to the programme to reach 300,000 people by the end of this Parliament.

The programme is part of our wider package of support to help everyone in Scotland benefit fully from the advantages of the digital world – from broadband connectivity to digital skills training and support for schools and business.

Yes. We fully acknowledge and understand the importance of coordinating any work on the A83 Rest and Be Thankful with the A82 Tarbet to Inverarnan scheme.

Delivery of both projects can only commence following statutory approval, and the coordination of construction works will be given full consideration as both schemes continue to be developed.

The Scottish Government is committed to an infrastructure solution to address the A83 Rest and Be Thankful landslip risks. Delivery of a permanent and resilient solution is a priority and we continue to seek ways to achieve that as quickly as possible, noting all of the options require complex civil engineering.

Identifying the preferred route corridor for a solution last year was a major step forward for this vital project and we continue to push forward the design and assessment of alternative options within that online corridor, as we look to identify a preferred route option next year.

As with other trunk road improvement projects, we will need to complete the necessary engineering and environmental assessments and statutory process to allow any land to be acquired before construction can commence.

A detailed timetable for the construction phase of the project can only be set once the statutory procedures have been successfully completed.
