There are no current plans to review public sector buildings specifically for the purpose of retro-fitting solar panels. However, the retrofitting of solar panels onto existing public sector buildings is supported through the Scottish Government’s Green Public Sector Estate Decarbonisation Scheme (GPSEDS).The Scottish Government is making £200 million available through this scheme from 2021-2026 to support the decarbonisation and increased energy efficiency of existing public sector buildings. For solar projects, there are two main support elements:

The Scottish Public Sector Energy Efficiency Loan Scheme, which offers zero interest loans to the public sector to enable them to undertake retrofit energy efficiency improvement projects.

The Scottish Central Government Energy Efficiency Grant scheme, which provides capital funding support to enable the delivery of decarbonisation projects across the public sector, including Solar PV. This operates under an open funding call, targeting Scottish central government organisations.

In accordance with the requirements of the Railways Act 1993 and the Scottish Ministers’ Franchising Policy Statement, consideration is being given to the successor arrangement for the continued provision of Caledonian Sleeper services.

The Scottish Government does not hold any further information on hen harrier nests broken down by nature reserves on which the nests are located, or on reasons for nest failure other than what was provided by way of an answer to question S5W-26208.

Ayr Station Hotel is owned by an absentee landlord who has remained unresponsive to any approach regarding the future of the Station Hotel building. Network Rail’s sole responsibility, due to the proximity of the railway to the hotel building and the rail infrastructure, is to ensure the safety of the rail infrastructure.

Transport Scotland continues to engage with ScotRail, Network Rail and South Ayrshire Council through the Ayr Station Strategic Governance Group, to review the long-term options for the Station Hotel building. The Group last met on 14 November 2022.

Transport Scotland has provided significant investment to this project including fully funding the erection of the scaffolding and encapsulation, and the ongoing maintenance costs up to March 2020. Transport Scotland continued to fund 50% of the ongoing maintenance costs from April 2020 until May 2022 and has also fully funded the feasibility study and subsequent options review.

The Ayr Station Strategic Governance Group continues to lead the preparation and publication of the Ayr Station Hotel Option Review under the leadership of South Ayrshire Council. I met with the Leader of and Chief Executive South Ayrshire Council in May 2022.

I had expected this report would have been published by the new administration before now. I am advised that it is now expected to be published before the end of the year. While I of course recognise the good progress made; it has been 6 months since my last meeting with South Ayrshire Council and I would urge the Strategic Governance group to work together bring this process to the earliest possible conclusion.

As set out in the Emergency Budget Review (EBR), published on 2 November, the Scottish Government’s mental health programme budget has been revised to £252 million. This has resulted in revisions to this year’s Mental Health Service Improvement budget line, which now stands at £119,109,000.

Actual expenditure will not be available until after the end of the financial year.

Following the EBR publication, we are engaging with those organisations which have been incurring spend in order to formally confirm the remainder of the 2022-23 funding allocations.

Scotland Cycle Repair Scheme (SCRS) is delivering 30,000 cycle repairs or services to people in Scotland, focusing on those that need the support the most. Repairs and servicing are provided through a network of over 300 shops, retailers, community organisations and sole traders. The scheme has run since August 2020 and delivered a total of 64,945 repairs to date. The amount of repairs per year is as follows:

Through support provided in Financial Year 20-21: 31,562 bikes were repaired

Through support provided in Financial Year 21-22: 21,923 bikes were repaired

Through support provided in Financial Year 22-23: 11,460 bikes have been repaired so far

It is worth noting there is a time delay in reporting and this figure will be higher.

We are making good progress on our commitment to increase the headcount of GPs by 800, with Scotland’s GP headcount increasing by 277 from 4,918 to 5,195 from 2017 to 2021.

The most recent estimate for whole time equivalent of GPs can be found in the General Practice Workforce Survey 2019 , published by Public Health Scotland in October 2021. This estimated that there were 3,613 GP whole time equivalents (WTE) in Scotland in 2019. This is an increase of 93 WTE from an estimated 3,520 WTE in 2017, with 8 sessions per week equating to one WTE.

The latest data on GP WTE is scheduled to be published shortly by Public Health Scotland (PHS), and they have pre-announced publication of this analysis report for Tuesday 29 November 2022. PHS has also pre-announced publication of its latest annual data on GP headcount for Monday 12 December 2022.

The Scottish Government is committed to sourcing innovative solutions to address key challenges that face our NHS, that have been trialled and validated to work across the health ecosystem in Scotland.

In order to encourage and contribute to the delivery of innovation in general across the Scottish public sector, the Scottish Government have worked closely with NHS National Services Scotland to develop a new, national, business led innovation service called Scotland Innovates. The new service provides a central portal for suppliers to submit innovative solutions for assessment across the entire public sector, including Health.

The Scottish Government recently launched the Accelerated National Innovation Adoption (ANIA) Pathway. This aims to provide a once for Scotland approach to the identification, assessment and accelerated adoption of innovative health technologies, including medical devices, that could have a transformative impact on recovery, reform and sustainability within health and social care in Scotland.

It is for NHS Boards to decide whether to procure health technologies. However, Boards receive support from the Scottish Health Technologies Group (SHTG) who provide evidence and advice on the use of new and existing health technologies when they are likely to have significant implications for people’s care.

As committed to in Programme for Government 2021-22, work is underway to develop a new earlier cancer diagnosis vision for Scotland which will form part of the new cancer strategy, due to publish Spring 2023. This will outline the future direction of our Detect Cancer Early (DCE) Programme which we continue to invest in.

The Scottish Cancer Coalition, and its Early Diagnosis & Screening Sub-Group, which is Chaired by Pancreatic Cancer UK, have been consulted on the new vision and DCE awareness campaign that’s under development.

DCE’s website and social media channels continue to raise awareness of possible signs and symptoms and empower people to present early – this includes the development of an interactive symptom-checker tool.

An interim report published by the University of Strathclyde on 21 November 2022 shows that one of the most common types of cancer being diagnosed in our first Rapid Cancer Diagnostic Services (RCDS) are hepato-pancreato-biliary (HPB) cancer. We are committed to rolling out RCDS's across NHS Scotland.

A clinical refresh of the Scottish Referral Guidelines for Suspected Cancer was completed in 2018 with revised clinical guidance published January 2019. The guidelines support primary care clinicians in ensuring those with symptoms suspicious of cancer are put on the right pathway at the right time.

The Scottish Government continues to work closely with primary care clinicians across NHS Scotland, including the Scottish Primary Care Cancer Group, to raise awareness of symptoms and best referral practice for all cancer types, including pancreatic.

Due to the off-market and confidentiality arrangements imposed by the seller, Forestry and Land Scotland (FLS) were unable to consult with the local community prior to purchase. Full consultation with stakeholders, including the local community, will be undertaken as FLS develop proposals within the Land Management Plan (LMP) for Glenprosen.
