To ask the Scottish Government how much (a) money and (b) time was spent on translating the series of papers entitled, Building a new Scotland, into other languages, including the summaries and supporting documents, and for what reasons any specific languages were chosen.

The Scottish Government seeks to meet statutory requirements and deploy best practice in the ways in which it communicates information with people in Scotland, and wider audiences. We regularly translate key advice and information into other languages and formats. The Building a New Scotland prospectus series has been designed to be as accessible as possible to ensure that communities across Scotland are able to access the information. Languages were selected on the basis of their frequency of use and experience of usage of translations of previous Scottish Government publications. Audio and Easy Read versions make the Building a New Scotland prospectus series more accessible to more people.

To ask the Scottish Government how much funding has been recovered from each local authority from COVID-19-related reserves.

The Scottish Government has not recovered and has no plans to recover any COVID-19 related funding from councils. Individual councils continue to have complete autonomy to allocate their reserves based on local needs and priorities.

The Scottish Ministers provided £145 million in Covid support grants to local government between 2019-20 and 2021-22 (TBC).

This included £95m for Hospitality and Leisure, £9.5 million for Public House Table Service, £4.7 million for Nightclub Closure, £1.2 million for Scottish Brewers, £29.4 million for Taxi and Private Hire and £5.5 million for Business Ventilation.

Local authorities have confirmed that £32 million has not been spent. Consideration of amounts to be recovered from local authorities is ongoing and therefore I cannot provide figures at this time. However, I would be happy to provide those figures once they are available.

To ask the Scottish Government whether it has any plans to introduce guidelines to safeguard people’s health from microplastic pollution as a result of wind turbine erosion.

Emerging contaminants of concern, including microplastics and Bisphenol A, are continuously being risk assessed by the EU under the Water Framework Directive for inclusion as priority substances. The EU Commission has recently proposed a revised list of priority substances, including Bisphenol A, for further consideration by the Council and the European Parliament. The Scottish Government has made clear its commitment to maintain or exceed environmental standards in place upon EU exit, and to maintain alignment with developing EU standards, as far as possible.

When applications for wind farm developments are submitted to the Scottish Ministers under the Electricity Act 1989, the impact on the water environment is assessed within the Environmental Impact Assessment Report submitted with the application. The Scottish Ministers take into account the impacts on the water environment and on granting consent for wind farm development conditions can be attached to the deemed planning permission in relation to water quality and monitoring as required.

To ask the Scottish Government what it is doing to increase the availability of highspeed broadband in the Glasgow Kelvin constituency.

Superfast broadband coverage in Glasgow currently stands at 98.7% - in large part, thanks to commercial coverage, which also serves as a key strand of our Reaching 100% programme, particularly in extending coverage in Scotland’s urban areas.

However, our R100 Scottish Broadband Voucher Scheme remains available for those who are not expected to receive superfast broadband through either the R100 contracts or commercial build, offering a voucher worth up to £5,000 per property to secure a connection.
