To ask the Scottish Government how many (a) unique households, (b) advice interactions, including advice provided to customers during telephone or email advice discussions and (c) low-income, potentially fuel-poor clients who were offered support Home Energy Scotland (i) has had capacity to support and (ii) has actually supported, in each year of its operation.

To ask the Scottish Government by what measure it will monitor the efficacy of the Young Islanders Network.

In addition to reporting requirements associated with our delivery partner’s (Youth Scotland) Offer of Grant and their own associated progress monitoring and reporting, the National Islands Plan itself has governance structures, including the NIP Delivery Group (which includes representation from the YIN), the Islands Strategic Group and our requirement to produce an Annual Report on the implementation of the National Islands Plan to Parliament.

To ask the Scottish Government what steps it is taking to ensure that trading licences are not granted to so-called “phoenix companies” set up by company directors to avoid paying existing debts.

The operation of company law is reserved to the UK Government. The Companies Act 2006 is the main legislation which governs the operation of companies within the UK including in Scotland. This includes the law relating to where trading certificates may be required in order for a company to trade.

The Insolvency Service, which is an executive agency of the UK Government and sponsored by the Department for Business, Energy and Industrial Strategy, includes information as to their role in dealing with 'phoenix companies' on their website. The role of the Insolvency Service includes investigating potential examples of director misconduct in the context of phoenix companies.

To ask the Scottish Government how many street light electric vehicle charging points are currently in operation, broken down by local authority area.

Local Authorities are responsible for street lighting on public roads and footways that are within their statutory list of public roads, Motorways and Trunk Lighting are maintained by Transport Scotland.

The Scottish Government does not hold information on how many street light electric vehicle charge points are currently in operation broken down by local authority area. However, the majority of public charge points installed to date in Scotland, including through the Scottish Government’s £50m investment in the ChargePlace Scotland Network, are unlikely to be connected or integrated to lampposts.

The Scottish Government public appointments team in line with the Ethical Standards Commissioner Code of Practice for Ministerial Appointments to Public Bodies in Scotland publishes information on those holding board member and Chair positions on the boards of regulated public bodies. To ask the Scottish Government how many people in Scotland have died where malnutrition has been identified as a cause and is included on the death certificate, in each of the last 10 years.

The number of deaths where malnutrition was the underlying cause in any death over the past 10 years is as follows (TABLE 1):

To ask the Scottish Government what funding (a) has been provided since 2019 and (b) will be provided to local authorities in order to comply with the Burial Ground Memorial Safety Guidance for Scotland's Local Authorities it published in June 2019, in particular to support local authorities to follow the options set out under the "Methods of Making Safe" section, broken down by local authority.

Responsibility for the routine maintenance, upkeep and management of burial grounds in Scotland rests with the relevant burial authority. A burial authority may be a local authority or a private owner. Under the Health and Safety at Work Act 1974 (as amended), owners must ensure any premises they are responsible for are maintained to a safe standard for both employees and visitors. The Burial ground memorial safety: local authority guidance was produced to assist local authorities meet their obligations to inspect and make safe memorials and headstones.

At this time the Scottish Government has no plans to provide financial support to local authorities for the maintenance of burial grounds.

To ask the Scottish Government how much it estimates households spent installing interlinked domestic smoke alarms in the six months before the statutory deadline in February 2022.

It is not possible to estimate how much households have spent in total on installing these alarms during the six months before the statutory deadline in February 2022 as the number of households installing alarms during that period is not known.

Estimates of the number of households with legislation-compliant alarms will only be available when the results of the 2022 Scottish House Condition Survey are published. This is expected to be in late 2023 / early 2024.

To ask the Scottish Government whether it will provide an update on when it plans to publish guidance on the use of restraint and seclusion in schools.

As outlined in response to S6W-09197 on 24 June 2022 the Scottish Government launched a public consultation on the draft physical intervention in schools guidance on 21 June. The draft human rights-based guidance makes clear that restraint and seclusion should only ever be used as a last resort and when in the best interests of the child or young person.

The draft guidance is a result of our 2019 agreement with the Children and Young People’s Commissioner Scotland and the Equality and Human Rights Commission in 2019 that non-statutory guidance be developed as a first step to improve practice in this area.

The draft guidance has been developed carefully, over time, with extensive input from over thirty working group members and partners, including the Children’s Commissioner, young people, parents, staff, local government and third sector organisations.

The consultation period has been extended to 25 October to allow all those with an interest in this sensitive area, including children and young people, to feedback their views. We will work closely with partners, following final publication, to ensure the guidance is followed.
