Questions regarding day-to-day operational matters of Historic Environment Scotland, including information relating to the members of Historic Environment Scotland’s HistoricScot Youth Forum, are best answered directly by Historic Environment Scotland.

I have asked Historic Environment Scotland to respond directly to the member with a full reply to his question in writing.

The duty to carry out Island Communities Impact Assessments came into force on 23 December 2020. All ICIAs and decisions not to carry out an ICIA are published by the Scottish Government and are readily available to access online .

The pool has been shut since the start of Jan 2020.

It has been used 0 days in 2020, 21 and 22 and was available for use throughout 2018 and 2019.

Faults and repairs on board the M/S Victoria and M/S Ambition are an internal matter for the ships’ contractor and operators and therefore it is not normal practice for faults and repairs to be reported to the Scottish Government. However, Corporate Travel Management would inform the Scottish Government of any issues impacting guests’ experience; to date, this has not occurred.

We do not want anyone to spend any more time in temporary accommodation than is necessary.

The Scottish Government is considering all appropriate options. Updates on this situation will be communicated to Parliament and those on board the passenger ships once a decision has been taken.

As of 1 December 2022, the total estimated cost for the MS Victoria until the contract ends in June 2023 is £37.9 million. The total estimated costs for the MS Ambition contract until February 2023 is £26.1 million. We cannot calculate the final costs until the contracts end.

As the Deputy First Minister noted in his appearance at the Finance and Public Administration Committee meeting on 4 October 2022, decisions in respect of amendments to the rates or bands for LBTT are to be taken as part of the Scottish Budget. This ensures that any prospective decisions are taken with all the relevant data and evidence in hand, while also supporting the principles of tax certainty and stability.

The Scottish Government is not taking any specific actions with respect to encouraging orthodontics as a specialty.

A degree in dentistry offers students a well-rounded dental education that sets them up for a strong career. There are three dental schools across Scotland in Aberdeen, Dundee and Glasgow, which offer a common curriculum, and on completion of their degree students are free to choose whether they wish to specialise in any particular area. Those students who wish to specialise in orthodontics can undertake a further three-year postgraduate qualification to allow them to register as a specialist orthodontist.

We are liaising with stakeholders and Network Operators to explore ways to accelerate the determination of applications.

National Planning Framework 4 (NPF4) will set a more consistent framework for development across Scotland, once approved by Parliament and adopted by Ministers. It will provide a more enabling approach to renewable energy developments, as part of the statutory development plan.

We have no current plans to introduce a specific planning fund related to renewable energy developments. However, we recognise the importance of delivering on this vision and the resourcing and skills challenges for planning authorities, which we are taking steps to address.

In April Planning Fees were increased by between 25% and 50% for most types of planning application. Fees for applications made under the Electricity Act will also be increased, due to come into effect on 13 December, maintaining the voluntary contribution of 50% of the fee being passed to planning authorities. This will provide much needed additional resource for planning services across Scotland, helping authorities to retain and recruit staff.

The Scottish Government is also working with the profession to improve the pipeline of talented and skilled planners. This includes work with the High Level Group on Planning Performance to enhance resources and skills within planning, including:

• the Future Planners project, looking at proposals to help increase the numbers of people entering the planning profession;
• exploring how planning fees can better reflect the costs involved in determining applications;
• the introduction of mandatory training for elected members in the planning system; and
• the appointment of a planning improvement coordinator for Scotland.

The proposal for a time-limited pilot of single judge rape trials as recommended by the Lady Dorrian Review continues to be considered. Stakeholders have been engaged through a short life Working Group which brought together partners from across the justice system to give detailed consideration to proposals for implementing any pilot. Broader views on the proposal have also been sought through recent public consultation.

An independent analysis of the consultation responses and the Working Group’s findings will be published in December 2022. This material will be considered along with responses to the earlier consultation on Not Proven and associated reforms. To ensure the package of reforms maintains balance in the system and supports complainers to give their best evidence, the potential reforms will be considered together.
