Information on the Higher Education Initial Participation Rate (HEIPR) is published by the Scottish Funding Council in their annual publication Higher Education Students and Qualifiers, table 37.

In 2020-21, the HEIPR for 16–30-year-olds in Scotland was 60.2%

Methodology for England isn’t directly comparable due to the inclusion of Alternative Providers and a slightly different age range (17 to 30). However, by removing Alternative Providers this gives a figure of 55.6% for England.

Estimates of education spending per person for the 2021-22 financial year were published in HM Treasury’s 2022 Country and Regional Analysis. Education spending (including school and higher and further education) per head of population across Scotland, England and Wales is shown in the following table.

National Treatment Centres (NTCs) require an appropriate mix of new and experienced staff to operate safely and efficiently. While initial modelling of projected workforce requirements was undertaken to inform earlier phases of our planning for the National Treatment Centre programme, detailed plans relating to the size and composition of the workforce for NTC Lothian will be developed by the Board and submitted to the Scottish Government as part of the wider planning and approval process for the site in operation.

It is not possible to compare the current proposal with the previous one at this point. The Full Business Case is still under development and project timetable will be revised to reflect the impact of inflation, net zero carbon targets, plot change and updated clinical brief to align with national treatment targets.
