HMP Glasgow will have a design capacity of 1,344 prisoner places which includes 120 cells designed to accommodate two people.

Scottish Prison Service conducts Mandatory Drug Tests (MDTs) via urine testing, for two primary reasons, progression as part of the risk assessment process, and when an individual is suspected of taking an illicit substance, through suspicion testing.

MDT urine testing can only detect certain substances, and many new synthetic substances such as Psychoactive Substances (PS) are undetectable via this testing method.

The application of The Management of an Offender at Risk (MORS) policy, is applied when an individual is suspected to be under the influence of or have an unknown substance secreted on their person. This policy is in place to care and support individual’s during this time and is not used or considered as a positive test.

Most MDTs carried out in HMP Barlinnie since 2022 were conducted for progression reasons:

In 2022, the second Strategic Transport Projects Review (STPR2) was published. recommendation-36-strategy-for-improving-rest-and-welfare-facilities-for-hauliers.pdf (transport.gov.scot) includes a detailed national audit and review of support for lorry parks. This would include consultation with the freight industry, representative bodies, local authorities, and other stakeholders to collect views on the provision of lorry parks including where and what type of facilities are required. The audit will indicate which routes have gaps in provision and support Transport Scotland in making future decisions on the need (or otherwise) to address market failure.

Development of the STPR2 Delivery Plan is currently underway. This is a complex piece of work, with consultation ongoing across the Scottish Government, including with Statutory Bodies and Exchequer officials. Once this exercise is complete we will be able to advise with more certainty on the potential implementation of and the associated timelines of the proposed audit.

The Scottish Government does not collect or record information relating to the volume of ministerial correspondence that is fast-tracked.

As part of normal practice in processing any marine licence or section 36 consent application, officials from the Marine Directorate Licensing Operations Team will meet with applicants and as such, have met with Flotation Energy on multiple occasions for the projects they are developing, both before and after April 2023. Offshore Wind Directorate officials have also met with Flotation Energy multiple times, including at conferences and as part of regular stakeholder engagement, to discuss opportunities and challenges of their projects and the wider offshore wind sector.

Ministers meet developers as part of regular engagement with the renewables sector. For example, the Deputy First Minister met Flotation Energy in September 2024 to discuss supply chain opportunities, the First Minister and Cabinet Secretary for Wellbeing Economy, Fair Work and Energy attended an Offshore Energies UK Roundtable in January 2024, at which the Flotation Energy CEO was present and the Cabinet Secretary for Net Zero and Energy met with the Flotation CEO in March 2023 to discuss Flotation Energy’s plans for offshore wind developments in Scotland.

There is no minimum percentage of uniforms that must be produced by supported businesses for the NHS Scotland uniform contract. The current contract is based on the volumes ordered by health boards and so allows for fluctuations in demand.

The Scottish Government has provided funding to Connect for this financial year to establish and host the Scottish Assembly of Parents and Carers. This new model will enhance the diversity of parental voices to help inform policy and provide advice and challenge as we drive forward reform of our education system.

Additionally, our Anti-Racism in Education Programme (AREP) brings together education bodies and organisations and individuals with anti-racist expertise and lived experience. The AREP contains a number of ambitions which seek to support teachers, school staff and leaders at all levels in the education sector to embed antiracist approaches.

The Digitisation of records is an operational responsibility of individual Health Boards and GP practices. At a national level and building on the existing use of electronic patient record systems, we are focussed on allowing medical records, including cancer, to be stored, linked, and shared securely. This will support our ambition set out in the 2021 Digital Health & Care Strategy 2021 Strategy - Digital Healthcare Scotland % (digihealthcare.scot) to make the right information available to all appropriate staff, when and where it is needed.

Education Scotland provides a range of professional learning opportunities for school leaders, which focus on anti-racism. These include Into Headship, Connected and Collaborative Systems Leadership, Aspiring to Middle Leadership, and Middle Leaders Leading Change, as well as the award winning Building Racial Literacy Programme (BRL) and the Anti-Racism Mentors project. All Professional Learning resources are subject to review and, as part of the evaluation cycle, updated based on participant feedback.

In addition to this, the recent external evaluation of the BRL programme concluded that as a national anti-racist professional learning opportunity, it achieves its goal in supporting participants to become racially literate, with them feeling more confident in challenging discrimination and racist incidents. While the programme has welcomed a wide range of school leaders across Scotland, the evaluation identified the need for enhanced anti-racist professional development for school and system leaders. This in part led to the development of Education Scotland’s new Anti-Racism Mentors project being piloted this year.

Beyond Education Scotland’s offers, a range of local authorities and third sector organisations have different levels of professional learning available as well. These are not subject to formal Scottish Government review processes.

The current See Hear Strategy which was published in 2014 still exists to support children and adults who have deafness, sight loss and dual sensory loss to access the support and social care they need.

See Hear Leads, within local authorities, are in place to help drive progress across priority areas within each local partnership.

Since March 2023 policy officials have been engaged in extensive discussions with stakeholders, delivery partners and people with lived experience to hear what has been working well and any challenges people with Sensory Loss were facing in living a good life. Discussions are taking place across Scottish Government to identify other areas of policy work which can help resolve some of those challenges. The publication date of the refreshed strategy will be announced in due course.
