We are committed to ensuring that people living in Scotland with inflammatory bowel disease (IBD) are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and person-centred.

Significant additional activity is already underway following the allocation of £30 million funding to target reductions to the national backlogs that built up throughout the pandemic. This includes over 40,000 extra diagnostic procedures.

Our Endoscopy and Urology Diagnostic Recovery and Renewal Plan has so far delivered four mobile endoscopy units across Scotland, providing 5-6 additional endoscopy rooms, and a Dyce facility to provide additional endoscopy procedures for NHS Grampian. Additionally, the national endoscopy surveillance framework, introduced in February 2022, has been implemented in all Health Boards.

We have also funded the Modernising Patient Pathways Programme (MPPP) with a specific workstream continuing to promote improvements in IBD care which is being taken forward through the MPPPs National Gastroenterology Speciality Delivery Group (SDG). They have developed a national IBD pathway for NHS Scotland which is due to be published imminently.

In addition, the Gastroenterology SDG is developing a lower gastrointestinal pathway which will provide primary care guidance about testing and diagnosis for people with IBD and Coeliac Disease in Scotland.

The Scottish Government is committed to ensuring that all people in Scotland living with Inflammatory bowel diseases (IBD), including Crohn's disease and colitis, are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

Scottish Government workforce planning guidance requires Boards to take a demand-led approach by determining future staffing requirements in line with healthcare needs within their locality.

Speciality training numbers are reviewed and considered annually by the Scottish Shape of Training Transition Group (SSoTTG), with subsequent recommendations made to Scottish Ministers around the need to increase training establishments. The most recent uplift in Gastroenterology (as the specialty which treats IBD) took place in 2022 when 10 additional posts were created. This saw the overall number of speciality training places on Scottish Gastroenterology training programmes increase to 47.

On Monday 4 November 2024 I announced that, through a combination of public and increasing private sector investment, Scotland has achieved its target of 6,000 publicly available EV charge points two years ahead of its 2026 target and this was achieved through a combination of public sector and growing private sector investment. Charge point data provider ZapMap reports Scotland had 6,030 public charge points as of 31 October.

The amount of Scottish Government funding which has been awarded and drawn down by recipients to support investment in public EV charging in the last five years is noted in the following table, from financial year 2019-2020.

The Scottish Government is not able to speak on behalf of individual members regarding their personal views on abortion. Members were chosen for their professional affiliations and expertise. No members of the Expert Group represent pro-life organisations as the Group is not considering the fundamental right to abortion.

The Expert Group is carefully considering all the evidence before it. Views from a range of perspectives, including those raised by pro-life organisations, will be considered on issues within the scope of the review. As outlined in the answer to S6W-30745 on 14 November 2024 on the work of the group is one part of the wider review and a stakeholder group has been established to represent a range of groups including pro-life organisations. The review will examine all evidence provided.

The Teacher Induction Scheme guarantees every eligible student a one-year probationary placement, it does not provide a guarantee of future employment with a particular local authority. Teaching posts should be advertised and filled in a fair and transparent manner.

While the recruitment and deployment of teachers is the responsibility of local authorities, the Scottish Government is doing everything it can to help maximise the number of teaching jobs available. As part of this, we are providing £145.5m to local authorities to protect teacher numbers.

While we cannot direct teachers where to work, it is important to note that teacher vacancies arise across Scotland throughout the year.

As part of the reception process into prison, everyone has a consultation with an NHS healthcare professional within 24 hours of arrival, using a nationally agreed admission process.

Public Health Scotland (PHS) is currently in the process of updating its guidance on opt-out testing for blood-borne virus (BBV) in prisons with the intent to publish a revised document in the coming months. This updated guidance will recommend routine opt-out testing for new admissions and check and test for transfers between establishments. PHS is taking a cross-programme approach to opt out testing for BBV in prisons, and other justice settings, and works with Alcohol & Drug Partnerships, prisons, police custody and the national justice networks to ensure a coordinated approach.

In addition the Medication Assisted Treatment (MAT) standards include a requirement for opt-out testing in justice settings (including prisons) and PHS will gather intelligence on local policies and pathways for opt-out testing in prisons as part of an improvement approach to help implement the standards. The MAT programme will also publish a toolkit for the implementation of the MAT standards in justice settings and this will complement the BBV opt-out testing guidance.

The Scottish Government believes it is important to work with a wide range of clinical, lived experience and third sector representatives in developing chronic pain policies. This includes the Faculty for Pain Management (FPM) Our clinical lead for chronic pain policy has recently joined its committee and we sought input from the FPM in our stakeholder engagement in the summer of 2023.

The Scottish Government last had specific discussions with the FPM in 2020 to understand if there were any safety concerns around receiving chronic pain interventions, including steroid injections, and an individual’s immune response to COVID-19.

As part of the updated chronic pain implementation plan, Framework for pain management service delivery - implementation plan update (www.gov.scot) we are working with Healthcare Improvement Scotland to deliver a national approach to specialist interventions, which may cover steroid injections, for chronic pain. This process will review effectiveness, safety, cost effectiveness, and incorporate the views of patients and clinicians.

In 2019, Scotland committed to the ambitious goal of eliminating HCV as a public health concern five years ahead of the World Health Organization’s global target of 2030. Since then, we’ve seen considerable progress with major achievements across multiple indicators. Unfortunately the COVID-19 pandemic slowed the rate of progress, however we continue to work with NHS Boards and other services to press towards our shared goal of HCV elimination.

Public Health Scotland’s annual HCV surveillance report is scheduled for release on 3 December 2024 and we are working with PHS to assess our position against the indicators. We will provide an update on progress towards our elimination goal in due course.

We have made significant progress in the last few months, including the passage of the Housing (Cladding Remediation) Scotland Bill and publication of the technical specification for the Single Building Assessment (SBA).

We will publish the SBA Standards this month which will set out the basis for assessment, remediation, compliance, and assurance in Scotland and commence the Act in January 2024. Combined with the technical specification this allows Developers to conduct SBAs on buildings they have responsibility for.

The Scottish Government has received the report for a Single Building Assessment (SBA) based on the specification published on 21 June 2024 for one of the pilot entries. An invitation to tender has been issued to undertake SBAs based on the specification published on 21 June 2024 for a further twelve of the pilot entries.

These numbers relate to known works on a pilot entry only, as developers or other organisations could have carried out works without informing the Scottish Government, and therefore the true numbers may be higher and could increase as further information becomes available.

We have also begun engagement with linked developers to agree the hand-over of pilot phase buildings where there is draft Single Building Assessments for them to proceed with refreshed SBA assessments which will set the standard for design and remediation.

Full remediation of a building is a complex process encompassing, assessment, design, remediation, and assurance, with physical completion of work dependent on the entirety of any remediation design and the commercial capacity to undertake such work.

We are aware that there are potentially a larger number of buildings in Scotland affected by cladding beyond those in the pilot phase.

We are continuing to take steps to improve our understanding of the number and nature of these buildings (for example, whether they fall within the scope of the Cladding Remediation Act) and will collaborate with relevant authorities in considering the action required.

For many such buildings, taking forward assessment and any remediation required will be a matter for the relevant developer or other responsible body.

We recognise the need to better understand the complexities faced by owners and residents in the cladding remediation process. Our intent is to engage directly with these groups to gain insight into the challenges they experience during the assessment and remediation process. By doing so, we aim to ensure that their lived experiences inform our approach, helping us to identify the barriers they face and work towards more effective and timely solutions. This engagement will be crucial in helping us address the full scope of issues involved and ensuring that remediation efforts are responsive to the needs of those most affected.

Scottish Government has no imminent plans to introduce at-home testing for hepatitis C.

Testing for hepatitis C is currently available through a range of routes, with a particular focus on settings which are most likely to be accessed by people at highest risk of infection, such as drugs services and prison healthcare. In addition, anyone who has concerns about exposure to hepatitis C can speak to their GP practice about getting a test, which would allow them to be referred into treatment and services rapidly if required.
