Data on collisions which cause injury and take place on the road network, including adjacent pavements and cycle lanes, is collected by Police Scotland as part of the GB-wide dataset known as STATS19.

Within STATS19, vehicles involved in injury road collisions can be recorded as ‘bicycle’ or ‘electric motorcycle’. However, there is currently no systematic way of determining which of these vehicles would be described as illegal e-bikes.

The UK Government’s Department for Transport routinely produces estimates of the values assigned to the cost of road casualties and collisions in Great Britain for use in cost-benefit analysis of the prevention of road casualties and collisions in road schemes. However, as it is not possible to systematically identify collisions involving illegal e-bikes, it is not possible to use these figures to identify the costs of collisions involving illegal e-bikes.

The Scottish Government is committed to supporting community ownership to increase the diversity of land ownership and, despite severe financial pressures, we have maintained an allocation of £7.1 million for the Scottish Land Fund in 2025-26. We will seek to increase this allocation going forward, subject to ongoing budget pressures

Since 2012-13 the Scottish Government has had a policy position of increasing/maintaining teacher numbers and has made a range of historical financial allocations to local government to support this.

During COVID-19, in the 2020-2021 school year, we provided additional funding to Local Authorities for the recruitment of additional teachers, to aid in education recovery and to compensate for any loss of learning suffered by pupils during lockdown, bringing added resilience to the education system. The £145.5m is part of the £240m referenced in the news release https://www.gov.scot/news/education-recovery/

We have continued to offer Local Authorities £145.5m to maintain teacher numbers. The funding was a continuation of the additional resource provided to ease education recovery. The £145.5m was referenced in the 2022/23 local government budget settlement.

All overseas development assistance provided by the Scottish Government is guided by a rigorous process to ensure complete transparency and accountability focused on areas of need where Scotland’s aid can make an impact.

Following a review in 2021, and in consultation with our African partner country governments and civil society, the Scottish Government developed new thematic areas of focus directly aligned to the priorities of our partner country governments as set out in their respective development strategies. With a focus in particular on mitigating the impact on women and girls of the COVID-19 pandemic and reducing attainment gaps. As a part of this process, independent analysis and evidence papers were commissioned and published which underpin our two key larger areas of international development investment, namely the new health and inclusive education programming in Malawi, Rwanda and Zambia. A key consideration has been how best to focus international development investment on sectors in which Scotland can provide added value through existing expertise in relevant subject areas.

As new projects have launched, the participatory design phase has enabled delivery partners to engage with a range of stakeholders to continue to understand their needs and to work with them to create effective programmes that deliver for communities and align with national sector plans. A key example of this is our new Women and Girls Fund, under our Equalities Programme, where women and girl led groups in our partner countries have designed the scope of the Fund, towards advancing gender equality in Malawi, Rwanda and Zambia.

Since 2021, all new international development investment has been guided by the Scottish Government’s International Development Principles. This includes provisions for ensuring that the Scottish Government and our delivery partners are transparent and accountable to local communities and the general public in our partner countries and in Scotland; and that all of our work has appropriate safeguarding policies and practices in place. Ongoing strong monitoring and evaluation is a key consideration throughout programme management processes.

The Scottish Government’s agreement to ScotRail proposals to adjust opening hours of some of its ticket offices is predicated on the condition that disabled travellers’ access to services will not be affected by these proposals.

Proposed adjustments to ticket office opening hours will enable a redeployment of some ScotRail staff not only to help deter anti-social behaviour, but also provide more and better assistance for passengers with ticket selection and purchase and enhance staff’s ability to provide assistance for disabled passengers. As part of the proposals, ScotRail will also install additional help points at stations where ticket offices are on a different level from the platforms, to assist passengers

ScotRail’s passenger assist service provides assistance to those who need help when travelling on the ScotRail network. Passengers who require assistance when travelling can turn up and use the help point to request assistance. For those who want peace of mind assistance can be booked in advance with one hour’s notice, which compares favourably with the 2 hours required by other GB Train Operating Companies.”

Enforcement of traffic offences, including the illegal use of e-scooters and electric bikes, is an operational matter for Police Scotland, with oversight provided by the Scottish Police Authority which operates independently of Scottish Ministers.

The Scottish Government fully supports Police Scotland and its partners in dealing with the misuse of such vehicles. Local policing teams are ideally placed to identify where the misuse of such vehicles is causing distress to the public and ensure that those areas can be prioritised to prevent future incidents.

Police Scotland issued communications before Christmas, reminding people to consider the legal implications when purchasing an electric scooter or e-scooters. It urged people to be cautious when buying electric bikes or e-scooters reminding the public that some models may not be permitted for use on public roads and that anyone found riding a non-compliant e-bike or e-scooter on a public road will likely have it seized by officers, with a significant cost to the owner. There is no single crime of animal cruelty and such crimes are identified differently in the annual Accredited Official Statistics publications on Recorded Crime in Scotland and Criminal Proceedings in Scotland. These publications are based on separate and unlinked data sets and cannot be considered as proportions of each other.

Recorded Crime in Scotland is based on a count of crimes reported to Police Scotland. The year is based on when any crime(s) were reported to police. Animal cruelty offences are only identifiable at crime level. In 2023-24 there were 274 offences of animal cruelty reported to Police Scotland. This breaks down into 49 offences of cruelty to protected animals (excluding dogs), 177 offences of cruelty to dogs, 15 offences of cruelty to wild animals and 33 offences of hunting with dogs.

Criminal Proceedings in Scotland is based on a count of people proceeded against in court (and the number of those resulting in conviction). Data for 2023-24 is not yet available.
