The Scottish Government news Fairer funding for charities - gov.scot provides details of the announcement on 5 February 2025 of the new Fairer Funding multi-year funding pilot. It will give organisations the ability to plan for the future and make the most of their resources. The Pilot’s focus on grants connected to tackling child poverty and the delivery of frontline services to our communities will maximise the impact of longer term funding.

Officials are working with third sector partners to identify lessons and to evaluate the effectiveness of the Pilot in meeting their needs, as well as demonstrating value for taxpayers’ money.

In his address to third sector organisations at The Gathering, the First Minister stated that this was a small step, but one that signalled a clear direction of travel to increasing the number of multi-year funding agreements across the third sector.

The Pilot, which has been welcomed by the Scottish Council for Voluntary Organisations, is part of a wider package of policy measures under the Fairer Funding heading, which also includes improvements to the grant making process, more timely notifications of grant offers, streamlining reporting requirements and improving grant conditions.

NHS Greater Glasgow and Clyde, and Health Boards across Scotland, provide access to fertility services for those within their population who may be unable or finding it difficult to conceive.

Falling birth rates are a demographic trend replicated across many high-income countries, with significant future implications for our economies, communities and public services.

The Family Friendly Nation strand of our 2021 Population Strategy sets out our ambition to ensure Scotland is the ideal place to raise a family, and to support people to have the number of children they wish to have. We are clear that it is not for government to attach value judgements to different families.

In delivering this Strategy, during 2024 the Ministerial Population Taskforce undertook new analytical work to further explore family friendly policies internationally. This was presented to the Taskforce in December 2024 and next steps are now being undertaken to scope their application within the Scottish policy context.

The regulation of manmade materials and chemicals that are present or can be used in the production of construction materials is complex and largely reserved to UK Government. The Construction Products Regulation lays down rules to ensure products perform to a designated standard and is being revised by UK Government. This will introduce a requirement for construction products to be safe, create a safety critical list of products, and strengthen existing market surveillance and enforcement powers.

Scottish Government provides funding to Construction innovation centre BE-ST1. A 2023 report2 commissioned by Zero Waste Scotland and BE-ST that looked at the availability, performance, manufacturing supply chains and market analysis of Natural Fibre and Circular Insulation options also considered adverse effects for people from available manmade insultation materials.

This is an operational matter for Police Scotland. The Chief Constable stated to the Criminal Justice Committee that the wellbeing of police officers and staff is one of her main priorities. Police Scotland has made a £17 million investment in wellbeing, which includes their 24-7 employee assistance programme that will focus on providing support wherever and whenever it is needed, and enhanced occupational health services to support officers and staff wellbeing.

The Chief Constable has provided reassurance that Police Scotland has a healthy recruitment pipeline, and more recruits have been taken on this (financial) year than at any time since 2013.

As set out in the Wildlife Management and Muirburn (Scotland) Act 2024, all persons intending to make muirburn are required to undertake muirburn training. This will include anyone involved in the setting of fire, burning of heath or muir and/or extinguishing the fire.

The setting of fire could include the act of igniting the fire and the burning of could include managing and controlling the fire.

The Government is currently working on commencement of the Act. The ability to provide democratic engagement funding is intended to support involvement in elections and improve democratic participation. The Government made clear during the passage of the Bill that it would be necessary as a first step to secure funding.

We are monitoring the automatic registration pilots in Wales so we can factor the results into our planning. All innovations will be:

• proposed in consultation with the electoral community,
• piloted on a temporary basis and
• fully evaluated before being put to Parliament for a decision on whether to make the reforms apply generally and to be made permanent.

To date, there have been 27 referrals to secondary services including housing, addiction recovery and mental health services. In addition to these referrals, the facility continues to support individuals in accessing appropriate recovery pathways and re-engaging with services they had previously accessed but had since disengaged from.

The Scottish Government agrees that training should include knowledge of the Muirburn Code.
