Adoption of Children from Overseas (Scotland) Regulations 2001 (SSI 2001/236)

Item 4 is instruments subject to annulment.

The regulations breach the 21-day rule and I am curious to know why that is the case. During the legal briefing, we discussed an adoption case that appeared in the newspapers. Given that adoption law is being reviewed, however, we could ask the Executive why it is rushing the regulations, unless it is so that they can be passed contemporaneously with English legislation.
