The Executive has been commendably frank in its response to the committee's question as to why the 21-day rule was breached, but not as to why the directive was not implemented earlier. The committee should consider whether to draw the regulations to the attention of the lead committee and the Parliament on the grounds that the delay in implementing Community obligations and the breach of the 21-day rule required further explanation, which the Executive has now supplied. The regulations are also defectively drafted. Do members agree to send the regulations to the lead committee as a matter of course, despite the Executive's further explanation?
