The Convener:

We do not understand why the amendment order was not put into effect, although it could have been because of pressure of time before the recess. The committee should draw the order to the attention of the lead committee because the Executive failed to implement a European Community obligation and that raises a devolution issue. Who would have thought it where plant health is concerned? Do members agree to send the order to the lead committee?
