I welcome members to the 23rd meeting in 2013 of the Delegated Powers and Law Reform Committee and ask everyone to turn off their mobile phones. We have received apologies from Richard Baker.

I am happy to welcome to the meeting Margaret McCulloch, who has been newly appointed to the committee, and Mary Fee, who is substituting for Richard Baker.
