It has been suggested that we ask for the reasons for the delay of 14 days between the making and laying of the instrument and for the lack of a footnote. For the benefit of those who advise us on time scales, we should draw those matters to the Executive's attention. There are reasons for the time scales, such as allowing an opportunity to consider an instrument. We might as well bring that to the Executive's attention.
