Presiding Officer's Ruling
Before we move to the next item of business, I will take the opportunity to rule on the point of order that was made by Alex Johnstone earlier this morning, on the article in the business section of The Scotsman quoting Ross Finnie as saying that there would be a
"Pre-emptive right-to-buy for farm tenants"
in the agricultural holdings bill.
I have read the article in question. Although Mr Finnie's press statement clearly went further than what he said to the Justice 2 Committee, it does not contravene previous Presiding Officers' rulings on Executive statements. This is an area that Executive press officers should keep under review.
