There are seven questions to be put as a result of today’s business.
However, before we move to those questions, I will comment on what happened in the Parliament yesterday. At decision time yesterday, I expressed my surprise at the actions of Reform UK members in leaving the chamber during the afternoon’s debate, after their leader’s speech. Today, I will set out my expectations in relation to participation in chamber debates.
First, it is important to emphasise that our standing orders are quite clear that there are no constraints on the topics that can be debated in the Parliament. Throughout the Parliament’s 27 years, members have deliberated on a very wide range of issues, and I consider that to be central to healthy democratic debate.
Secondly, I expect elected members to behave in good faith regarding parliamentary business. A function of the Parliamentary Bureau is to propose the business programme motion, which is then considered by the entire Parliament.
If a member or party has a concern about the proposed business programme, the Parliament’s procedures provide for such concerns to be expressed at the bureau and when the motion is moved. Members can also vote against a business motion in the chamber.
I consider the actions of Reform UK members in leaving the chamber during yesterday’s debate, given that they had said not a word against the proposed motion at the bureau or in the chamber—indeed, they had even lodged an amendment to the motion for debate the previous day—to be a gross discourtesy to everyone in Parliament, and deeply disappointing.
I expect parties and members to express any objections that they may have to debating or statement topics through the procedural mechanisms that are available to them, rather than by engaging in the behaviour that we saw yesterday. I therefore want to make it clear that I will not tolerate this chamber being used for such stunts, and anyone who chooses to do so will find that the likelihood of their being called or of their amendments being selected is greatly diminished. I hope that that is well understood by all. Now that it has been said, we can move on.
The first question is, that amendment S7M-01283.2, in the name of Donald MacKinnon, which seeks to amend motion S7M-01283, in the name of Gillian Martin, on building a flood-resilient Scotland—delivering action for communities in a changing climate, be agreed to. Are we agreed?
