Item 2 concerns subordinate legislation. The two sets of regulations that we will consider under this item have a familiar ring, because we dealt with them last year. We welcome Shirley Anderson from branch 2 of the Scottish Executive Education Department schools division to tell us what little there is to say about the regulations.
Good morning. Basically, this is an annual event and we have all been here before. The regulations will uplift the rates for allowances in both schemes, which are means tested on parents' income. Therefore, the allowances in the regulations are set to ensure that parents do not pay a lot more than they have done in previous years for their children to attend independent schools through the assisted places scheme or the aided places scheme.
The SSIs are subject to the negative procedure, so unless there are any strong objections, the committee should agree that it does not wish to make any recommendation in its report to the Parliament. Are we agreed?
