Annual Budget Process

We must deal with a final agenda item before we move into private session.

I assume that members have read the paper that is before them on how we should handle the budget process. It is proposed that we should appoint an adviser to assist us in our consideration of the annual budget process. Is that suggestion contentious? If so, we would have to discuss it before—

In that case, do members agree with the recommendation that the clerks, the Scottish Parliament information centre and the convener draw up detailed terms of reference, a person specification and other information?
