High Speed Rail (Preparation) Bill

Under agenda item 4, the committee will consider a legislative consent memorandum on the High Speed Rail (Preparation) Bill, which is United Kingdom Parliament legislation. The bill covers some devolved areas, so the consent of the Scottish Parliament is required before it can progress at Westminster.

Paper 3 includes the legislative consent memorandum and provides details of the LCM procedure. The committee is invited to consider whether to report that it is content with the LCM and with the Scottish Government’s view that the Scottish Parliament should consent to the UK Parliament legislating in this area, or to report that the committee notes the LCM.
