Dangerous Dogs (Fees) (Scotland) Order 2013 (SSI 2013/178)
Agenda item 2 is consideration of four negative Scottish statutory instruments. The first is the Dangerous Dogs (Fees) (Scotland) Order 2013 (SSI 2013/178), which increases the fee for a certificate of exemption from £20 plus VAT to £77 plus VAT, to address the rising costs of administering the index of exempted dogs. The Delegated Powers and Law Reform Committee is content with the order.

Firemen’s Pension Scheme (Amendment) (Scotland) (No 2) Order 2013 (SSI 2013/185)
Fire Reform (Pensions Amendments) (Scotland) Order 2013 (SSI 2013/186)
We will take the next three instruments together, as they all relate to police and fire pensions. The instruments amend various pensions instruments to make consequential changes arising from the creation of the Police Service of Scotland, the Scottish Police Authority and the Scottish Fire and Rescue Service. There were no comments from the Delegated Powers and Law Reform Committee on the instruments. Do members have any comments?
There might be a procedural reason for this, but I find it very peculiar that the title of any piece of legislation that ends with “2013” should open with the phrase “Firemen’s Pension Scheme” when, of course, the scheme is for firefighters.
I am told that that is the way the legislation works.
Okay. We maybe need to change the way the legislation works, then.

Act of Sederunt (Rules of the Court of Session Amendment No 4) (Miscellaneous) 2013 (SSI 2013/162)
Agenda item 3 is an item of subordinate legislation that is not subject to parliamentary procedure. The instrument makes a number of amendments to the Rules of the Court of Session 1994. We are considering the instrument because the Delegated Powers and Law Reform Committee has drawn our attention to it on the ground that the meaning of a particular savings provision could have been made clearer. That is the old Subordinate Legislation Committee—I keep forgetting that it has that posh name now.
