Welcome to the 33rd meeting in 2012 of the Scottish Parliament’s Finance Committee. I remind everyone to turn off mobile phones, tablets, BlackBerrys and so on, and I apologise for starting the formal session six or seven minutes late, which is because of our pre-meeting briefing on the Scottish rate of income tax.
I should also say that we have received apologies from Michael McMahon, who is at a funeral.
