Agricultural Business Development Scheme (Scotland) Regulations 2000 (SSI 2000/448)

Does anyone wish to comment on the regulations? The regulations could raise European convention on human rights issues. Is there to be an independent tribunal for appeal against the decision of the Scottish ministers? Given the continuing debate about that, I do not know whether we should seek clarification about whether an explanation will be given for the absence of any right of appeal and whether the Executive is considering changing that, with hindsight.

In that context, we could raise the issue of entry to dwelling houses.

That regulation seems over the top.

It would be interesting to have an explanation for that.

There may be a good reason. I would like to know what it is.

You would find it out only if you were accompanied by a female sheriff officer.

Such a requirement was a previous bĂȘte noire of the committee.

We will raise those two points with the Executive and see what response we get.
