Homeless Persons (Unsuitable Accommodation) (Scotland) Order 2014 (SSI 2014/243)
Agenda item 4 is consideration of a negative instrument on unsuitable accommodation for homeless persons, and it follows on neatly from the minister’s evidence. The order relates to what constitutes suitable temporary accommodation for certain categories of homeless persons, and the committee is invited to consider any issues that it wishes to raise in reporting to the Parliament on it. Members should note that no motions to annul have been received.

This is a very welcome development, which came about as a result of the consideration by the committee and the Parliament of the recent Housing (Scotland) Bill. The issue that the order deals with is one on which I lodged an amendment, with support from Alex Rowley MSP. I am delighted that the Government has listened to the representations that it received and has decided to introduce this piece of subordinate legislation, which extends the existing legislation to include the provision that accommodation is unsuitable if it is not wind and watertight. We need to remember that our role as members of the Scottish Parliament and as legislators is to improve the lives of the people of Scotland, and I think that the order will absolutely do that for vulnerable families and children who are affected by homelessness.
