Paper SL/99/3/5 concerns Orkney. As with the orders dealing with discussion on products from Belgium, the date has been omitted. Here again, I think we need clarification. It is also fair to say that Fergus's previous point about the delay before the order was laid before Parliament is again relevant. We need clarification as to why there was a delay.
