I welcome everyone to the first meeting in 2003 of the Subordinate Legislation Committee. I trust that members will have a happy and prosperous new year and loads of votes in the bag. Fortunately, the election will come and go and will not be noticed by the committee because our minds are on much higher things—the issues of good governance.
