We move on to consideration of an Executive response. When the committee considered the regulations—last week, I think it was—we asked the Executive to explain its use of the word "prescribe" with regard to the reference to "class … of persons". We wanted to ensure that it was interpreting the matter correctly. The legal advice suggests that the response to this question is okay. Are members agreed?
