I welcome everyone to the 16th meeting in 2005 of the European and External Relations Committee. I have received apologies from Phil Gallie, who is attending a meeting of the Edinburgh Tram (Line One) Bill Committee, which seems to be going on and on. I have also received apologies from Gordon Jackson. I again welcome Derek Brownlee as Phil Gallie's substitute on the committee.

Under agenda item 1, I ask members whether they are happy to take in private item 8, which is further—and, I hope, final—consideration of the second draft of the committee's report on the fresh talent initiative. Are members content to take item 8 in private?
