Under agenda item 2, we have two instruments to consider under the negative procedure: the Plant Protection Products (Scotland) Amendment Regulations 2004 and the Agricultural Subsidies (Appeals) (Scotland) Regulations 2004. The Subordinate Legislation Committee has considered the instruments and has made no comment on either of them. The instruments are fairly straightforward. Are members happy to make no recommendation to the Parliament?
