The Economy, Tourism and Energy Committee is undertaking its first pre-budget scrutiny of Session 7.
As part of its scrutiny, the Economy, Tourism and Energy Committee will consider the longer-term implications for the Scottish economy . It will also consider proposed spending over the whole of this session of Parliament, from financial year 2027/28 to 2030/31, as set out in the recent Scottish Spending Review 2026.
The Scottish Government plans to publish its draft 2027/28 Budget proposals on 3 December 2026.
Every year, before the Scottish Budget is announced, committees take evidence from stakeholders and the public on where Scottish Government spending should be focussed. Committees then produce pre-Budget reports or letters. These make recommendations to the Scottish Government aiming to influence its spending plans for the year ahead.
The Committee expects to take evidence in October 2026 and report its findings to the Parliament in November. It will then question Ministers on their spending plans in January 2027, after the publication of the draft Budget.
To support its work, the Committee has launched a ‘Call for Views’ on the Scottish Government’s spending priorities for the economy, tourism sector and energy sector.
The Committee is running a call for views in order to inform its pre-budget scrutiny.
The call for views closes on 23 October 2026
