1. Declaration of interests:

Members were invited to declare any relevant interests. Calum Kerr declared that he is an owner of a furnished holiday let in North West Scotland. Colm Merrick declared that he is a serving councillor in East
Renfrewshire. Amanda Lindsay declared that she is a shareholder in a software consultancy and that she lets out part of her home to short term guests. Q Manivannan said that they had no relevant interests to declare.


2. Choice of Deputy Convener:

The Committee chose Q Maninvanan as its Deputy Convener.


3. Decision on taking business in private:

The Committee agreed to take items 7 and 8 in private.


4. Draft instrument subject to approval:

The Committee agreed that no points arose on the draft Visitor Levy (Miscellaneous Amendment) (Scotland) Regulations 2026.


5. Instrument subject to annulment:

The Committee agreed to bring to the attention of the Parliament the Dangerous Dogs (Compensation and Exemption Schemes) (Miscellaneous Amendment) (Scotland) Order 2026 (SSI 2026/204).



7. Delegation of authority to ask questions in relation to subordinate legislation (in private):

The Committee agreed to delegate authority to its legal advisers to raise questions with the Scottish Government and the Lord President’s Private Office in relation to subordinate legislation.


8. Work programme (in private):

The Committee considered its approach to developing its work programme. It agreed to hold a Business Planning Day, and to delegate development of the detailed programme to the Convener and clerks, and to consider remaining elements requiring approval of the Committee by correspondence. It also agreed to invite the Scottish Law Commission in for an evidence session after the summer, and to thank the predecessor Committee for its Legacy Report.
