Background

The Net Zero, Energy and Transport Committee undertook pre-budget scrutiny in advance of publication of the Scottish Government's 2024-25 budget.

Pre-budget scrutiny

The Committee's pre-budget scrutiny included consideration of—

  • net zero, energy and transport portfolio budgets;
  • the Programme for Government; and
  • priorities of newly appointed Cabinet Secretaries and Ministers with responsibility for policy areas within the Committee’s remit.

The Committee also considered themes explored during last year’s pre-budget scrutiny, including—

  • The Fair Fares Review and bus travel;
  • Electric vehicle charging point infrastructure;
  • Scottish Government’s response to the report on our energy price rises inquiry;
  • Implementation of the Hydrogen Action Plan and associated capital investment, as well as the anticipated Energy and Just Transition Strategy;
  • Implementation of the conclusions of the Joint Budget Review in relation to climate change; and
  • Scotland’s environmental regulators and their budgets.

Budget scrutiny

Following the publication of the draft Scottish budget for 2024-25, the Committee agreed to hold evidence sessions with the Scottish Government in relation to matters within the Committee’s remit at meetings early in 2024.

Meetings

7 November 2023

The Committee considered a draft letter to the Scottish Government with its pre-budget recommendations for 2024-25.

19 December 2023

The Committee agreed to hold evidence sessions with the Scottish Government in relation to matters within the Committee’s remit at meetings early in 2024.

23 January 2024

The Committee held an evidence session with the Deputy First Minister (in her capacity as Cabinet Secretary for Finance) and the Cabinet Secretary for Wellbeing Economy, Fair Work and Energy.

30 January 2024

The Committee held an evidence session with the Cabinet Secretary for Rural Affairs, Land Reform and Islands and the Cabinet Secretary for Transport, Net Zero and Just Transition.
