Restraint and Seclusion in Schools (Scotland) Bill - Financial Memorandum

Overview

Daniel Johnson MSP has introduced this Member’s Bill.

This Bill creates statutory guidance and duties in relation to the use of restraint and seclusion in schools.

Restraint is preventing someone’s movement.

Seclusion is isolating someone and preventing them from leaving the place where they are isolated.

The guidance and duties in the Bill will apply to public and independently funded schools.

The guidance and duties would not apply to nursery schools.


Financial Memorandum

As with all Bills, the Finance and Public Administration Committee invites written evidence on the estimated financial implications of the Bill as set out in its accompanying Financial Memorandum (FM).

The Committee has launched a call for views on the Financial Memorandum of the Bill. The closing date for submissions is Friday 11 July 2025.
