1. Declaration of interests:

Graeme Dey was invited to declare any relevant interests. Graeme Dey indicated that he had no interests to declare.


2. Choice of Deputy Convener:

The Committee chose Willie Coffey as its Deputy Convener.


3. Decision on taking business in private:

The Committee decided to take items 5, 6 and 7 in private.


4. National Planning Framework 4 :

The Committee took evidence from—

Tony Cain , Policy Manager, Association of Local Authority Chief Housing Officers;

Andrew Fyfe, Chair, Scottish Housing with Care Task Force;

Tony Aitken, Vicechair of the Scottish Property Federation Planning & Development Committee, Scottish Property Federation;

David Stewart, Policy Lead, Scottish Land Commission;

Nicola Barclay, Chief Executive, Homes for Scotland.

 

The following interests were declared—

Meghan Gallacher as a councillor in North Lanarkshire Council.

Paul McLennan as a councillor in East Lothian Council.


5. Medium Term Financial Strategy Review:

The Committee agreed to write to the Finance and Public Administration Committee.


6. Coronavirus (Recovery and Reform) (Scotland) Bill:

The Committee considered its approach to the scrutiny of the Bill at Stage 1 and agreed to—

  • its approach to evidence taking 
  • a joint call for views with the other committees considering this Bill
  • write to the Social Justice and Social Security Committee on the Bill
  • agree to consider future draft Stage 1 reports in private




7. Scottish Social Housing Charter:

The Committee agreed to—

  • take evidence from the Cabinet Secretary for Social Justice, Housing and Local Government
  • write to organisations inviting their views on the changes to the Charter
  • decide on any further oral evidence based on the responses from those 
    organisations


8. National Planning Framework 4 (In Private):

The Committee considered evidence heard earlier in the meeting.
