That would require assumptions to be made about what would happen at the end of the franchise period. A franchise may last 15 years but the overhead wiring may have a life expectancy of 20 or 30 years, so what assumptions should be made after the 15 years?
As I said, we want to get a discussion going. Members and witnesses may wish to ask one another questions, to ask questions that everybody round the table may discuss or to make general contributions rather than ask questions.
I also want to ask him a question that he may—or may not—want to answer. It is becoming increasingly obvious that his speeches to the Parliament have become works of art in their own right—today's speech must be commended.
We are not suggesting that the new agency could be a non-departmental public body, as it may be some other form of agency, such as a partnership group within the Executive.
The UK asked for that and that is what we have got. That proper scientific assessment may help us to understand the impact and, once we have that information, it may strengthen the case for taking action against the industrial fishery.
