Your submission says that, in the past 25 years, there have been many complaints from parents, guardians and other carers about the provision of services for children and young people.
The former track bed along there is largely open in many areas, although some shelter-belt planting has taken place and there has been colonisation in some areas.
I welcome what you said about capital investment and flexibility and about the use of outcome measures, which will also bring flexibility. I know that many councils are enthusiastic about going down that route.
