It is less important to consolidate instruments that are intended for lawyers than it is to consolidate instruments that are intended for end users and members of the public to understand. We also have to take that into account. When determining consolidations, we also take this committee’s views into account.
I am happy to confirm that we engage regularly with a range of partners, including COSLA, and will take into account the views of all partners in forming the retail strategy.
Planning policies are in place at the moment to ensure that we take into account green spaces and biodiversity and that we are consulting local communities on these matters.
Work is on-going on the third report on policies and proposals (RPP3) setting out how we will meet targets out to 2032, and I intend to lay a draft of RPP3 before Parliament in December 2016.
PHS said it was unclear about who is accountable if the rights set out in the Bill are not met and also sought clarity on the mechanism for holding responsible duty bearers accountable.

It states it will be health boards, commissioners and providers - that is organisations rather than individuals- who will be accountable.
Concerns were raised with us that there needs to be greater clarity on where accountability sits.
Then again, even if the process holds only the most serious offenders to account, it might act as a deterrent by sending the message that the abuse is not okay.
