The big gains are there to be got in the private sector, because leading firms that pay a living wage would act as market leaders and set a benchmark that others would be encouraged and compelled to follow. All being well, that would start a virtuous circle.

Given the concerns that the chairs of the children's panels still have—of which I learned during conversations that I had with them following last week's committee meeting—I am now more inclined to think that we are doing the right thing in voting to annul the instrument than I was prior to last week's meeting.
