There was a desire to move resources out of the acute sector into primary care; it is simply the case that the money did not follow. When you have predicated your entire model for a 30-year expenditure stream on the basis that there will be a shift of resources into primary care but such a shift is not funded, you are bound to have problems, regardless of the procurement route that is followed.
