Subordinate Legislation Considered by the Delegated Powers and Law Reform Committee on 7 September 2021

This approach was determined to be the prudent approach that would minimise the risk of any error or confusion in law being created with development of a rushed Stage 3 amendment. Following the passage of the Bill, the Government continued to give consideration to the effect of the expiry of paragraph 11 of schedule 4 of the Coronavirus (Scotland) Act 2020 which modifies section 259 of the Criminal Procedure (Scotland) Act 1995.

Net Zero, Energy and Transport Committee Report on the Draft Climate Change Plan - Annexe G - Letter from the Criminal Justice Committee

Completed work includes the installation of heating control systems and solar panels and upgrades to building insulation and EV chargers. The 2020-25 CMP reduced carbon by 4,784 TCO2e over the 5-year period, which although significant, was only 68% of its original reduction target of 7,000 tonnes.
