The target is 18 per cent by 2010 and just maybe 30 per cent by 2020. That comes nowhere near matching the ambition that is required to ensure that Scotland becomes the green powerhouse of Europe.
We cannot do anything about that, but I hope that the passage of the bill will show leadership and that the UK will eventually follow. Do you have any examples in mind?
I am not sure that I can answer that question fully, because I do not know everything about all that has gone on. I have not followed every word that has been said in the Parliament.
Local authorities may think that they have not had a fair settlement in their share of resources following local government reorganisation, but a reallocation of resources can come only from other parts of local government.
However, in this case, given that a major piece of subordinate legislation will follow hard and fast—by the end of January—and will be the subject of significant scrutiny, I would be prepared to go along with the bill.
