We have produced guidance for local authorities and schools to promote positive relationships and manage behaviour, including de-escalation of violent behaviour. There are a number of programmes that they use to do this.
As I highlighted in my answer of S6W-14847 on 6 March 2023, bus services operate in an open de-regulated market, decisions about the incorporation of towns on service routes to major cities is a matter solely for the bus companies and local authorities.
Funding for major events is a significant factor – in 2027 Scotland will host the Tour de France Grand Depart, and in 2028 Scotland, along with England, Wales and the Republic of Ireland, will host men’s football European Championships.

Under the heading of 'Policy objectives of the Bill', the Policy Memorandum referenced organisations, including the Children and Young People's Commissioner Scotland (CYPCS), who have been seeking "statutory guidance to seek to ensure minimal appropriate use of accepted techniques, but with an emphasis on de-escalation wherever possible." (Paragraph 4)
Positive & Active Behaviour Support Scotland's 2025 report highlighted concerns about the continuing use of restraint and seclusion.
