We are satisfied that the bill need make no provision for such prisoners, who will remain subject to the law of the sending jurisdiction.The group of amendments provides that only discretionary life prisoners and murderers who are under 18 transferring to Scotland from England and Wales on an unrestricted basis, who have a tariff set by the judiciary following a hearing in open court, will have that tariff treated as if it were a punishment part.
