The draft code of practice is exactly that—it was always intended to be illustrative, and the Deputy First Minister has committed to working with practitioners to develop the final code of practice.

As a CPG, we would be open to doing that. Section 6.3.11 of the “Code of Conduct for Members of the Scottish Parliament” asks us to consider two things when we are looking at the establishment of a CPG: public interest and whether the proposed CPG would overlap with an existing CPG.

When someone proposes registering a CPG, is guidance sent to them or is it available to them, as regards how inclusive they have to be, and so on? There are rules in the “Code of Conduct for Members of the Scottish Parliament” and there is some guidance on the web page.
